UPdate: Beaverdam Caucus Canceled
The call to caucus for the Democratic candidate for the Beaverdam Board of Supervisor has been canceled. Crystal Robens is the only qualified candidate. The residents wish Mrs. Robens well in her bid for the election.
FOR BEAVERDAM DISTRICT SUPERVISOR 2019
Whereas it is the duty of the Hanover County Democratic Committee (hereinafter HDC) to issue the Call to Caucus for the purpose of selecting the Democratic nominee for the Hanover County Board of Supervisors from the Beaverdam Magisterial District. Now, therefore, be it resolved that the Hanover County Democratic Committee hereby issues the Call to Caucus for the 2019 Democratic Party Caucus to convene at 11 am, doors open at 11:00 a.m. on Saturday, April 27, 2019 at the Pamunkey Regional Library, 7527 Library Drive, Hanover, Virginia, for the purpose of selecting the Democratic nominee for the Board of Supervisors from the Beaverdam Magisterial District. The following provisions shall govern the unassembled caucus, to wit:
- 1. Notice Requirements
The Hanover County Democratic Committee shall cause to be published the time, date and location of the Caucus at least 7 days prior. All notices shall be published in a political advertisement on the Hanover County Democratic Committee website in Hanover County.
- 2. The caucus shall be held at Pamunkey Regional Library in Hanover, Virginia. Caucus Chair is Betsy Farley. Doors will open at 11:00 a.m.; voting will take place from 11:15 a.m. to 11:45 a.m. All those in line to vote at 11:45 a.m. shall be allowed to vote. The caucus shall be an unassembled caucus. All registered voters in the Beaverdam Magisterial District of Hanover County, who are willing to sign the caucus participation form, shall be allowed to participate. The candidate with the most votes at the close of the caucus shall be declared the nominee. If there is only one candidate, the Caucus will be canceled the properly filed candidate shall be declared the Democratic nominee.
- 2. Conduct of the Caucus
The clock of the Meeting Venue shall be the official clock of the caucus. If that is not available, the watch of the Caucus Chair, Betsy Farley, shall be the official clock of the caucus. The Beaverdam District Chair of the Hanover County Democratic Committee shall oversee the caucus. She will publicly announce the opening of voting at 11:15 a.m. At 11:45 a.m., the Caucus Chair shall note the last person in line to vote. No person who enters the line after 11:45 a.m. (at the chair’s designation) shall be allowed to vote.
Prior to the start of the caucus, the Caucus Chair shall appoint a Teller’s Committee to count the ballots. The secretary appointed by the Caucus Chair shall act as the secretary of the caucus.
All participants in the caucus must fill out a caucus registration form stating that they are registered voters in Hanover County and that they are Democrats.
- 3. Candidate Requirements
Candidates seeking the nomination for the Hanover Board of Supervisors from the Beaverdam Magisterial District must pre-file their intent seven (7) days before the caucus with the Caucus Chair Betsy Farley, and the candidate must pay a non-refundable filing fee of $300. The deadline for candidate filing is Saturday, April 20 at 7 p.m. Postmarks do not apply. Payment shall be made by check to the Hanover County Democratic Committee. The candidate must fill out the candidate pre-filing form. The form and the check must be received at HDC, P.O. Box 22, Ashland, VA 23005 or to Betsy Farley, Chair of the Caucus, 13192 Rooney Lee Drive, Ashland, VA 23005. If no candidate presents himself or herself, the Caucus Chair will cancel the caucus. If only one candidate presents himself or herself, the caucus will be canceled and the filing candidate will be declared the party’s nominee.
- 4. Ballots
The ballots shall specify, in alphabetical order and numbered, the properly prefilled candidates for the Democratic nomination for clerk. The candidate that receives the highest total of votes cast shall be declared the Democratic nominee.
- 4. Affirmative Action
It shall be the duty of each HDC officer and HDC member to take all feasible steps to encourage broad participation in the caucus. Discrimination on the basis of race, sex, age, color, national origin, religion, ethnic identity or economic status in the delegate selection process is prohibited.
- 5. Call Distribution
It shall be the duty of the Hanover County Democratic Committee Chair to distribute a copy of the Call to Caucus to any and all individuals who may be interested in participating. It shall further be the duty of the Hanover Democratic Committee Chair to cause this Call to Caucus to be publicized through the Hanover Democratic Committee’s website and in its monthly newsletter.
